The following closures will be in effect this week.

City of Winner Administration offices will be closed Thursday and Friday.

Landfill will be closed on Thursday.

Heartland Waste has notified the City that they will resume Thursdays residential garbage route on Friday morning.

The Local Area Rotary Club proudly manages the local Back Pack program. This program is utilized by children and their families enrolled in the Winner School District. Each participating child receives approximately 5 nonperishable items every other week. With the Christmas break approaching rapidly, the Rotary Club in conjunction with the City of Winner Finance Office, would like to host a food drive to enable the gift of more than the normal 5 items.

If you would like to donate nonperishable items to this cause, please bring them to City Hall.

RESOLUTION 2021-10

This is to certify that:

At a regular meeting of the Winner City Council, held on November 15, 2021, following due notice by lawful publication of the agenda, at which regular meeting a required quorum of the City Council was present, the following resolution was adopted:

WHEREAS, Main Street from Highway 18 to Fifth Street is currently a one-way street with traffic moving in a southerly direction in both lanes; and

WHEREAS, Schedule III (A) of the Code of Ordinances codifies Ordinance 928 which was enacted on May 20, 2019, providing that when the portion of the Highway 18 reconstruction project which intersects with Main Street is completed, and when traffic signals have been installed and activated at the intersection of Main Street and Highway 18, thereafter traffic upon all of Main Street shall travel in two directions, with traffic in each direction traveling on its own right hand side of the street, and no portion of Main Street shall be a one-way street; and

WHEREAS, that portion of the Highway reconstruction project is now complete and traffic signals have been installed and activated at the intersection of Main Street and Highway 18; and

WHEREAS, it is necessary that traffic control signs and pavement markings be changed to accommodate these changes;

NOW, THEREFORE, IT IS RESOLVED that, effective at 8:00 a.m. on Monday, November 22, 2021, and thereafter, all of Main Street shall be a two-way street with traffic traveling in two directions, traffic in each direction traveling on its own right hand side of the street; and

BE IT FURTHER RESOLVED that Schedule III (A) (2) of the Code of Ordinances shall be fully implemented effective on November 22, 2021.

Adopted on November 15, 2021, by roll call vote, with 5 Yay votes and 1 Nay vote from Councilman Schramm

Welcome to Winner!

Located in south central South Dakota along Highways 18, 183 and 44, Winner is the county seat of Tripp County.  With a population of 3,137, the city covers approximately 922.5 acres and is 1,920ft. above sea level.  Winner was part of the famous Louisiana Purchase of 1803 and later part of the Dakota Territory, which was established by an act of Congress and a proclamation by President Abraham Lincoln in 1861.  Winner was so named because it was the “winner” in the struggle to establish a town along the railroad right-of-way when the Chicago North Western began moving west from Dallas, SD in 1909.

At first Lamro, which was then the county seat, was believed to have the best chance but the railroad survey missed the established township by only two miles and immediately a new town originated and was given the name Winner.

Winner is a good place to do business having the best utility rates in the state.  Over 300 businesses are active in the Winner community.  The Winner School district is rated level 1 by the South Dakota Division of Education with the High School accredited by the North Central Association of Colleges and High Schools.  Winner is home to a Regional Healthcare Center and two modern assisted living centers.  Recent capital improvements in the city include a new main street,  a new 4,500ft. concrete runway at the airport, and a new Fire Hall / Ambulance building facility with training room.
