Rules and Rates

A Resolution Amending the rates of Garbage Pickup and Disposal, and Recycling Rates for service,
Garbage pickup and disposal; and Rates for rubble site landfill; modifying Resolution 2023-7 and 2023-19 by providing for certain charges for additional garbage picked up when it is not contained in the customer’s normal tote or dumpster:


BE IT RESOLVED by the City Council of the City of Winner:


Residential/Churches - Pick up one time per week - Sales Tax will be added EFFECTIVE JUNE 1, 2023
Administrative fee (all accounts) $5.00
65 or 95 Gallon Tote $19.50
300 Gallon $43
Extra Totes (pickups) Same as prices listed above

Extra bagged garbage outside the confines of the

$10 per yard or any portion thereof

Commercial – Set rate will be for one time per week per size of container. - Sales Tax will be added

* Self-reporting estimate of square feet of roofing/shingles --- NOTE: It is a misdemeanor crime
to knowingly provide false information.


Effective Date: The changes made on the garbage rates herein shall take effect June 1, 2023.
The changes made on landfill rates herein shall take effect on July 1, 2023.

For weekend or special events. This provides one dump of the container:
$50 delivery/pickup fee per event (not per container)
300 gallon container - $17 each dump
2 yard dumpster- $26 each dump
4 yard dumpster - $41 each dump
6 yard dumpster - $55 each dump


For homes or facilities doing a “cleanout”. Provides for four dumps in 30 days:
$50 Delivery/pickup fee
300 gallon $43+$30 for each additional dump
2 yard dumpster - $60+$50 for each additional dump
4 yard dumpster - $120+$100 for each additional dump
6 yard dumpster - $180+$150 for each additional dump
NOTE: If the dumpster or 300 gallon container is delivered/picked up by the City, the City will receive
the $50 fee. If it is delivered/picked up by the Contractor, then the Contractor will receive that fee.

For Household drop off at the transfer station – must be approved by the Public Works Director or designee:
Recycle materials – no charge
Loads from within City Limits - Sales Tax will be added
Minimum $7 charge / $7 per yard
Pick Up load $25.00
Single Axle Trailer load $25.00
Multiple Axle Trailer load $50.00
End Dump, Dual Tandem load $100.00
