Jail Department
The Jail is staffed with 26 full time corrections officers and 3 part-time, as well as providing a medical department.

Jail Facility & Services
The jail provides contract services to several counties. These services include prisoner transports, security in courtroom. Contract services are available for in house mental health services, drug and alcohol classes and evaluations. Medications are Pharmacy dosed. Our jail facility is monitored 24/7 with recorded video surveillance. We have a 156 bed facility that is handicap accessible, and has dorm type or isolation cells. The jail was recently remodeled with new additions in 2020.

Jail Contracts
Each county contract can be customized to meet the individual needs of that county. We currently have several county contracts and are able to provide them with the services needed for them. We have beds available for long and short term inmates. We also have transport vehicles available to meet you at your jurisdiction. We also utilize county work release programs.

How old do I have to be to visit someone that is in jail?
You must be 18 years of age and have identification.

What if I’m not 18 years of age? How can I visit someone?
If you are under 18 years old, you must be accompanied by a parent or guardian.

How many people can visit someone that is in Jail at one time?
An inmate may have (2) visitors at one time. If more than (2) come in, then they must wait until the other have finished their visit.

Can I bring in cigarettes, soda, candy etc. to an inmate?
NO, but you may bring personal hygiene items for the inmate. It would be best to call the Winner City Jail at (605) 842-3328 first, before you bring anything to give an inmate.

Prison Rape Elimination Act

In 2003, Congress enacted the Prison Rape Elimination Act (PREA) to establish zero tolerance of sexual abuse in any state, federal, or local detention facility.

The Winner City Jail is committed to ensuring a safe and humane environment for all inmates. The Winner City Jail also has a zero tolerance policy for all forms of sexual abuse, sexual harassment, and sexual misconduct within its facility.

Sexual contact between inmates and/or staff is strictly prohibited at the Winner City Jail. According to South Dakota Codified Law 22-22-7.6: sexual acts between any person employed at a jail and detainees is a felony which is punishable by two years in a state penitentiary and a $2,000.00 fine. Inmates engaging in consensual sexual contact are in violation of facility rules and will face disciplinary action.

Inmates at the Winner City Jail are educated about their rights under PREA upon intake and throughout their stay via a PREA pamphlet and PREA video. This facility also provides multiple avenues for reporting allegations of sexual abuse, sexual harassment, and/or sexual misconduct. If these allegations are deemed criminal, law enforcement is immediately notified.

How to Report a PREA Related Incident
The facility also provides multiple ways for reporting allegations of sexual abuse, sexual harassment, and/or sexual misconduct and all allegations are thoroughly investigated. If deemed criminal, law enforcement is immediately notified.

Methods of reporting include but not are limited to Written or Verbal reports, Contacting a Rape Crisis Center or Third party reporting. There are no time constraints on making a report.

PREA Investigation Disposition Types
Substantiated Allegation means that an allegation was investigated and determined to have occurred.

Unsubstantiated Allegation means that an allegation was investigated and produced insufficient evidence to make a final determination as to whether or not the event occurred.

Unfounded Allegation means that an allegation was investigated and determined not to have occurred.
