    Winner Community Center The City of Winner has enjoyed the utilization of the Community Center and seeing individuals use it for its intended purpose, however, due to the abuse of the Community Center, the City of Winner will be making the changes for memberships. The Community Center will only be accessible via a free membership with a membership card. There is currently no charge for a card if inside city limits. Fines and penalties may occur if this process is abused. Misuse of this card will result in the loss of your card. 2. If you allow others to use your card, or let others in with the use of your card you will still be responsible for any damages that happen while that card is in use. Our system tracks what card is used and who it belongs to. 3. No one under the age of 14 unless they are accompanied by an adult will be permitted on site. 4. Damages may result in the suspension of your card and you may be held liable to pay for any damages that occur while your card is being used for access. 5. Building hours will be 6:00am – 10:00pm. If accessing outside of these hours, it may result in the loss of your card and potential charges. 6. The community center is still able to be privately rented. Hours of operation for private events will be listed on the rental form. Jail Facility & Services The jail provides contract services to several counties. These services include prisoner transports, security in courtroom. Contract services are available for in house mental health services, drug and alcohol classes and evaluations. Medications are Pharmacy dosed. Our jail facility is monitored 24/7 with recorded video surveillance. We have a 156 bed facility that is handicap accessible, and has dorm type or isolation cells. The jail was recently remodeled with new additions in 2020. You must be 18 years of age and have identification. What if I’m not 18 years of age? How can I visit someone? If you are under 18 years old, you must be accompanied by a parent or guardian. How many people can visit someone that is in Jail at one time? An inmate may have (2) visitors at one time. If more than (2) come in, then they must wait until the other have finished their visit. Can I bring in cigarettes, soda, candy etc. to an inmate? NO, but you may bring personal hygiene items for the inmate. It would be best to call the Winner City Jail at (605) 842-3328 first, before you bring anything to give an inmate. Prison Rape Elimination Act In 2003, Congress enacted the Prison Rape Elimination Act (PREA) to establish zero tolerance of sexual abuse in any state, federal, or local detention facility. The Winner City Jail is committed to ensuring a safe and humane environment for all inmates. The Winner City Jail also has a zero tolerance policy for all forms of sexual abuse, sexual harassment, and sexual misconduct within its facility. Sexual contact between inmates and/or staff is strictly prohibited at the Winner City Jail. According to South Dakota Codified Law 22-22-7.6: sexual acts between any person employed at a jail and detainees is a felony which is punishable by two years in a state penitentiary and a $2,000.00 fine. Inmates engaging in consensual sexual contact are in violation of facility rules and will face disciplinary action. Inmates at the Winner City Jail are educated about their rights under PREA upon intake and throughout their stay via a PREA pamphlet and PREA video. This facility also provides multiple avenues for reporting allegations of sexual abuse, sexual harassment, and/or sexual misconduct. If these allegations are deemed criminal, law enforcement is immediately notified. How to Report a PREA Related Incident The facility also provides multiple ways for reporting allegations of sexual abuse, sexual harassment, and/or sexual misconduct and all allegations are thoroughly investigated. If deemed criminal, law enforcement is immediately notified. Methods of reporting include but not are limited to Written or Verbal reports, Contacting a Rape Crisis Center or Third party reporting. There are no time constraints on making a report. To report an incident of sexual abuse or harassment of an inmate, the public may call (605) 842-3939. PREA Investigation Disposition Types Substantiated Allegation means that an allegation was investigated and determined to have occurred. Unsubstantiated Allegation means that an allegation was investigated and produced insufficient evidence to make a final determination as to whether or not the event occurred. Unfounded Allegation means that an allegation was investigated and determined not to have occurred.     Winner Fire Department Mission Statement The Fire Department in Winner is a 100% volunteer organization that is reached by dialing 911 to the Law enforcement center and is dispatched thru a voice pager system. It is the mission of the Winner / Tripp County Rural Fire Department to protect life and property from the adverse effects of fires, emergencies or exposure to dangerous conditions through fire suppuration, rescue, disaster preparedness, fire prevention and community education. About WFD Fire Suppression The methods of the Winner Fire Department of extinguishment have been refined over the years through education in fire sciences. Although the best method of extinguishment is still a quick interior attack if possible. This is made possible with the improved personal safety equipment used by today’s firefighters, such as Turnout gear and Breathing apparatus witch help us get closer to the fire for short periods of time. Also with the use of a fire cam, which enables us to see through smoke, we will be able to find victims in structure fires more rapidly. Public Fire Education We provide Fire station tours to any school or community group serviced by the Winner Fire Department. Fire safety programs for school children include fire crews visiting the schools every year in October, the use of a Kid’s fire Safety Trailer. Several firefighters also attend annul state fire schools. These all allow us teach the importance of fire safety, and safety awareness to community members of all ages. History The Winner Volunteer Fire Department was founded in 1912. And became organized on JANUARY 28TH 1913 with a crew of twenty Firefighters and became the Winner City Fire Dept. Currently the Dept. is known as the Winner / Tripp County Rural Volunteer Fire Dept. And has a crew of 30 Firefighters who are dedicated to serving their community. These are volunteers who put their lives on hold and on the line at the sound of a tone on their pager to help others in the Community. They leave their families and whatever else they are doing to make sure that our community and the people in it are provided with the best emergency service possible. These volunteers also meet twice a month for training and a business meeting to make sure that they are ready when they are needed. The Winner Volunteer Fire Dept. serves approximately 1700 square miles of Tripp County, South Dakota including approx. 6400 residents. The Winner Volunteer Fire Dept. is dispatched from the Winner City Police Dept. Each firefighter has a voice pager. The Winner Volunteer Fire Dept. has an operating budget financed by Tripp County, City of Winner & dance donations. The Winner Volunteer Fire Dept. responds to an average of 60-70 calls per year and also responds to an average of 15 vehicle accidents with injuries per year. Events The Winner VFD has an annual dance in the spring with donations used to purchase equipment. They have an open house each year during Fire Prevention week. Throughout the year different members give classes at the local grade school and give tours of the fire hall. We purchased a fire camera with other donations received from the community. This fire camera is used to find & rescue fire victims. It is also used to find hot spots during mop up procedures. The Department moved into a new facility in Oct. 2003. Please feel free to join us at our annual open house during Fire Prevention week each October, and our annual Dance in the spring.

    City of Winner Streets Department Kelly Duffy Street Superintendent Important Ordinances 94.020 Snow Removal From Private Property (A) No person shall remove snow from private properties and dump the snow on a public street, alley, highway or right-of-way within the city. (B) Additionally, no person shall dump snow upon Highway 18 or cause any other obstructions to be placed upon Highway 18 within the city. (Prior Code, § 5.02.01) (Ord. 518, passed - -; Ord. 731, passed - -; Ord. 811, passed - -) Penalty, see § 94.999 94.021 Snow and Ice Accumulation on Downtown City Sidewalks (A) It shall be unlawful for any person in charge of any lot or parcel of ground fronting or abutting upon any sidewalk in the downtown area, as defined herein, to permit or allow any accumulation of snow or ice, which obstructs, impedes or in any manner interferes with the free, unobstructed and safe use of such sidewalk by pedestrians, to be or to remain upon any sidewalk in the downtown area along or in front of any lot or parcel of ground owned, occupied or controlled by said person, for more than 48 hours after the cessation of the storm during which the same fell. (B) In the event that any person in charge of any lot or parcel of ground fronting or abutting upon any public sidewalk in the downtown area, fails to remove the snow and/or ice as set forth in division (A) above, then the city may remove said snow and/or ice and assess the owner, occupant, agent or person in charge of said lot or parcel of ground, a removal fee of $40. (C) The DOWNTOWN AREA to which this section applies shall be the area which includes: (1) Main Street between First Street and Fifth Street; (2) Third Street between Madison Street and Monroe Street; (3) Fourth Street between Madison Street and Monroe Street; and (4) The north side of Fifth Street between Madison Street and Monroe Street. (B) It shall be unlawful for any person to leave, allow or let remain parked any motor vehicle, trailer or other movable property after the city has caused signs to be placed on said parking lots prohibiting parking during the stated time on the signs. (A) Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning. DESIGNATED PARKING AREA. The part of the roadway that is set aside and marked with white parking stripe or yellow parking stripe for parking. SNOW PLOWING ALERT. Such times as there is a snow accumulation on the public street of any amount such that the Street Superintendent or his or her designee declares that snow removal operations on the public streets will commence and that the provisions of this section in regard to parking on public streets during snow removal operations are effective and will be enforced. STREET. The entire width of any public roadway excluding any designated parking area within the city, and it shall not be limited to those roadways designated as a street but shall include all other names by which public roadways are designated. (B) Declaration of snow plowing alert. When the Street Superintendent or his or her designee determines that snow removal for the public streets will commence, that person will announce through local news media and whatever other sources are available that there has been declared a snow removal alert and that the provisions of this section will be effective and be enforced. The determination to declare a snow removal alert will be based on the then existing weather conditions, and the amount of snow then on the ground or expected according to forecasts from the National Weather Service. (C) Parking during snow plowing alert. Parking on any public street in the city will be completely prohibited, on both sides and regardless of the directional run of that street, during the existence of a snow plowing alert. (D) Termination of snow plow alert. After a snow removal alert has been declared, there will be no declaration of its termination, but the alert shall terminate and the provisions of the section become not effective nor enforceable as to any particular street or portion of a street, as soon as that street or portion thereof has been plowed and cleared of snow accumulation, curb-to-curb, and the snow removal equipment is no longer in operation in the area, after which normal parking may be resumed until the next declared snow plow alert. (B) When parking is prohibited on emergency snow routes. Whenever there shall have fallen and accumulated any amount of snow or a combination of snow and ice, there shall exist a prohibition against parking on any portion of an emergency snow route until the precipitation has ceased to fall and the roadway of the emergency snow route has been cleared from curb to curb. Section 105.1 of the Building Code requires all construction, repair, demolition or moving of structures, including electrical, mechanical and plumbing to obtain a permit. However, some work is exempt, which includes the following: Retaining walls, which are 2 feet or less in height measured from the bottom of the footing to the top of the wall. Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons and the ratio or height to diameter or width does not exceed 2 to 1. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work. Temporary motion picture, television and theater stage sets and scenery. Prefabricated swimming pools accessory to group R-3 occupancy, as applicable in Section 101.2, which are less than 24 inches deep, do not exceed 5,000 gallons and are installed entirely above ground. Swings and other playground equipment accessory to one and two family dwellings. Window awnings supported by an exterior wall of group R-3, as applicable in Section 101.2 and Group C occupancies. Movable cases, counters, and partitions not over five (5) feet nine (9) inches in height. Oil derricks. Shingling, re-roofing of existing one and two family dwellings, siding and replacing windows. The program helps owners to remove unwanted/dilapidated structures. It is a cost-sharing program where the owner pays for the demolition, loading of the debris, and the capping of the utilities; and the City removes the debris and hauls back fill material in for the contractor to use in leveling off the lot. The program is available for commercial and residential property. The work must be scheduled when City crews are available and that time is limited. Additional information and the required agreement are available at the Planning and Zoning Office, 325 S Monroe St, or you can call 842-2606. The City will disconnect the power and attempt to shut the curb stop off. If the City cannot shut the curb stop off, the owner will have to have the contractor dig it up and shut it off.
