Winner Fire Department Mission Statement The Fire Department in Winner is a 100% volunteer organization that is reached by dialing 911 to the Law enforcement center and is dispatched thru a voice pager system. It is the mission of the Winner / Tripp County Rural Fire Department to protect life and property from the adverse effects of fires, emergencies or exposure to dangerous conditions through fire suppuration, rescue, disaster preparedness, fire prevention and community education. About WFD Fire Suppression The methods of the Winner Fire Department of extinguishment have been refined over the years through education in fire sciences. Although the best method of extinguishment is still a quick interior attack if possible. This is made possible with the improved personal safety equipment used by today’s firefighters, such as Turnout gear and Breathing apparatus witch help us get closer to the fire for short periods of time. Also with the use of a fire cam, which enables us to see through smoke, we will be able to find victims in structure fires more rapidly. Public Fire Education We provide Fire station tours to any school or community group serviced by the Winner Fire Department. Fire safety programs for school children include fire crews visiting the schools every year in October, the use of a Kid’s fire Safety Trailer. Several firefighters also attend annul state fire schools. These all allow us teach the importance of fire safety, and safety awareness to community members of all ages. History The Winner Volunteer Fire Department was founded in 1912. And became organized on JANUARY 28TH 1913 with a crew of twenty Firefighters and became the Winner City Fire Dept. Currently the Dept. is known as the Winner / Tripp County Rural Volunteer Fire Dept. And has a crew of 30 Firefighters who are dedicated to serving their community. These are volunteers who put their lives on hold and on the line at the sound of a tone on their pager to help others in the Community. They leave their families and whatever else they are doing to make sure that our community and the people in it are provided with the best emergency service possible. These volunteers also meet twice a month for training and a business meeting to make sure that they are ready when they are needed. The Winner Volunteer Fire Dept. serves approximately 1700 square miles of Tripp County, South Dakota including approx. 6400 residents. The Winner Volunteer Fire Dept. is dispatched from the Winner City Police Dept. Each firefighter has a voice pager. The Winner Volunteer Fire Dept. has an operating budget financed by Tripp County, City of Winner & dance donations. The Winner Volunteer Fire Dept. responds to an average of 60-70 calls per year and also responds to an average of 15 vehicle accidents with injuries per year. Events The Winner VFD has an annual dance in the spring with donations used to purchase equipment. They have an open house each year during Fire Prevention week. Throughout the year different members give classes at the local grade school and give tours of the fire hall. We purchased a fire camera with other donations received from the community. This fire camera is used to find & rescue fire victims. It is also used to find hot spots during mop up procedures. The Department moved into a new facility in Oct. 2003. Winner City Cemetery City of Winner has one cemetery, located on North Main Street. For more info on rules and regulations, contact the City office (605) 842-2606. Cemetery Search Cemetery Maintenance Policy Of The City Of Winner The City of Winner Cemetery maintenance employees will fill, sod and/or seed, water, mow and provide for the general maintenance of each and every grave site within the area known as the Winner City Cemetery. Individuals may care for the site of an immediate family member’s grave only. This is limited to mowing and many not interfere with the maintenance crew and the performance of their duties. No one is allowed within the cemetery from 9:00 p.m. to 8:00 a.m. daily. Permanent grave markers, memorials, headstones and/or footstones may be placed on each grave site by qualified monument companies, provided placement is accomplished as directed in compliance with existing city ordinances and under the supervision of cemetery personnel. Maintenance of those markers, etc., shall be the financial responsibility of surviving family members. If maintenance is required, as determined by city authorities, the city shall have the right to hire monument companies or use city personnel to restore such markers, etc., to an upright or ground level position, whichever is necessary as determined by the original placement of the marker. In the event that the monument, marker, headstone or footstone is damaged or destroyed, in the process of repositioning, the city and its employees shall not be held liable. Every reasonable effort shall be taken to provide proper and careful restoration of the marker, etc., to its original position. Vases which are significantly damaged or destroyed by city crews will be placed by the city at city expense. Replacement of vases damaged or destroyed by natural wear or elements shall be the responsibility of family members. The city will not assume responsibility for vandalism. Requests for vase replacement must be considered by a Cemetery Committee representative to determine responsibility. Flowers, temporary memorials, or decorations may be placed on the grave site the 5:00 pm the Thursday prior to Memorial Day and may remain on the grave site for one week following Memorial Day. The city will not assume responsibility for, or salvage of, any decorative items so placed. No shrubs, bushes, trees or live growing plants may be planted at any place of time within the City Cemetery by any individual other than regular Cemetery maintenance personnel. Flowers, plants or decorations may be placed at any time, provided they are placed in vases or receptacles, which are an integral part of the headstone, memorial, marker or footstone and do not inhibit the general maintenance of the Cemetery. Records are kept in the City Finance Office. If I own lots and don’t need them can I give or sell them? Yes, but you should transfer your deed so the future owner does not have difficulty in proving ownership. Who maintains the cemetery? The city maintenance crew does all the trimming, mowing, spraying, planting, digging watering, etc. How many items may I place at a grave site? Flowers, plants or decorations may be placed at any time, provided they are placed in vases or receptacles, which are an integral part of the headstone, memorial, marker or footstone and do not inhibit the general maintenance of the cemetery. In addition, funeral decorations and other cemetery memorabilia may be placed and left on a grave for up to 14 days following the internment so long as they are not placed outside the grave space. Thereafter, until a permanent gravestone or marker is placed, one or two items may be secured or staked and left on the grave as a temporary marker until the permanent marker is installed. In any event, the city will not assume responsibility for, or salvage of, any funeral decorations and other ceremony memorabilia so placed on a grave. Call 911 to report an incident which you believe requires the response or intervention of a law enforcement officer, firefighter or emergency medical service. The professionals answering the 9-1-1 call will determine which agencies or units should respond and how quickly they need to reach the scene of the incident. - When a person is hurt or injured. - When a crime has been or is being committed. - When a motor vehicle accident occurs. - Any situation involving a fire. How does enhanced 9-1-1 work? Special computers and monitors display the location and phone number where the 9-1-1 call originated. A typical 9-1-1 display will give the phone number of the caller, the address and apartment or lot number, and the name of the telephone service subscriber. How does a 9-1-1 call get to the right place? Telephone computers are set up to identify the location where the 9-1-1 originated and automatically route it to the correct 9-1-1 center for that geographic location. Can I use my cellular phone to call 9-1-1? Cellular phones can call 9-1-1 as a free call. Caller location, phone number and wireless provider, and cellular tower information will be displayed. If the wireless caller has a poor signal the location may not be displayed. Can the hearing impaired use 9-1-1? The Winner 9-1-1 PSAP (Public Safety Answering Points) has the TDD capability for communication with hearing and speech impaired persons. What if a caller does not speak English? The Winner 9-1-1 PSAP has a translator services available for non-English speaking callers. How did 9-1-1 become the universal number? 9-1-1 ….. the first telephone call was a call for help. In 1876 Alexander Graham Bell invented the telephone. During his testing he spilled a bottle of acid and called out “Watson, come here, I need you.” His conversation was transmitted via the telephone to his assistant Watson in another room, and the first telephone call became a part of history. The concept of being able to dial a single (universal) number to report emergencies was first utilized in Great Britain, back in 1937. Citizens could dial the digits 9-9-9 and reach a central operator who would in turn dispatch police, fire or ambulance as needed. This idea came to the United States in 1967. It was introduced to Congress and committees were formed to decide how to make the concept a reality. First, the telephone companies had to find a three-digit number that was not being used anywhere in the United States or Canada as a central office exchange or an area code. Other considerations were that it should be easy to find on the telephone dial or easily dialed in the dark. The telephone industry decided on the numbers 9-1-1. The very first 9-1-1 call was placed on February 16, 1968 in Haleyville, Alabama. The first 9-1-1 calls could only provide a voice connection. Callers knew that a call to 9-1-1 would connect them to the right people for emergency help. But the emergency responders did not have any information other than that provided by the caller. Still, 9-1-1 was a big improvement in emergency services. Enhanced 9-1-1 provides the callers location information and telephone number via special computers and display screens. Enhanced 9-1-1 also provides for selective routing of 9-1-1 calls to multiple jurisdictions.
